Philadelphia AI Video Analytics Pilot and Evaluation Checklist

AI video analytics can help commercial operators review events, but its effectiveness depends on the scene and on what staff do with the resulting alert. A Philadelphia facility should test the actual conditions before purchasing a large deployment. This checklist separates useful detections from marketing claims.
Specify the event
Write precise event definitions such as a person entering a restricted loading zone after hours, a truck stopped in a fire lane, or vehicle activity at a gated approach. Specify the time schedule, exclusions and required review process. An alert that cannot prompt a useful response has limited operational value.
Test in real conditions
Use representative footage from daylight, darkness, weather, vehicle congestion and ordinary staff movements. Capture missed events and nuisance alarms, not just successful demonstrations. Measure the event-review workload; a system that overwhelms staff with notifications will be ignored.
Confirm LPR and thermal suitability
License plate capture depends on angles, shutter, illumination, travel speed and image detail, not merely an analytics label. Thermal cameras may help detect people or vehicles in difficult lighting, but they do not automatically deliver identification-quality visible imagery. Validate every claimed capability against the required task.
Evaluate network and privacy boundaries
Document where analysis occurs, what data leaves the property, how video or metadata is retained, and who can retrieve it. Review cybersecurity, account permissions, export procedures and the vendor’s software-update policy. Any biometric or sensitive use warrants additional legal and policy review.
Run a controlled pilot
Agree on pass/fail criteria, representative test windows, the person responsible for alarm review, fallback procedures, and a budget for tuning. Record versions, camera positions and settings so the owner can repeat the evaluation after changes.
Owner preparation checklist
- Written event scenarios and success criteria
- False-positive and missed-event observations
- LPR or thermal suitability tests if proposed
- Data retention and user access policy
- Pilot acceptance report and support ownership
Frequently asked questions
Can AI analytics replace human incident review?
No. Analytics can help locate likely events, but staff still need to verify context and follow approved operating procedures.
